I sometimes get passing glances from women on the street they make eye contact briefly and then walk on, I doubt it means anything but if it does what should I be doing differently?

I agree. This world, and the things happening when it comes to relationships. Has to many outside and constantly changing factors, is to dynamic and flexible; to go in prejuidiced.
In my experience, it's best to learn how to deal and handle all the constantly changing factors. And learn how to make better decisions on the spot.
Going in prejuidiced, can block the progress of learning to think on your feet. And also to learn to read you instinct/gut feeling.

Most of all, wether that is IOI it´s still
ok to talk to women, and not just on the street
but wherever.

I get to know all aspects of women, young&old.
There, you´d KNOW better, when you talk to
´em.

If you´d know, you´d behave & think differently.
And you don´t need permission or IOI to talk to women,
and be natural.

Because I operate from this principle, don´t you think
women would approach you also from this principle?
